Ha Ju-han, who identified himself as a member of the Korea Beauty Society, filed a complaint with the Seoul Bangbae Police Station on May 30 against Lee Seon-sim, former chairman of the Korea Beauty Society, for dereliction of duty.

The part where Mr. Ha filed a complaint against former chairman Lee Seon-sim was related to the sanitation education budget. The Ministry of Health and Welfare used the official document to rectify the diversion of the sanitation education accounting budget to other accounting after an audit by the central committee. It was argued that Chairman Lee used the sanitation education budget for the central chairman's sales expenses and vehicle maintenance expenses, which amounted to breach of duty and dereliction of duty.

Mr. Ha said in the video of the filing of the complaint that former chairman Lee Seon-sim resigned before completing his term by June 20 because of these problems.

This is a misunderstanding that comes from not properly understanding the articles of association or regulations of the central association. According to the articles of incorporation of the central association, if an executive wishes to run in the next election, he or she must resign before the 28th day of the election.

Regarding this complaint, Lee Seon-sim, former president of the Korea Federation of Korean Federations, said, “The Korea Federation of Livelihoods has been heavily dependent on hygiene education budgets for decades. The amount of public expenses set at the time of former chairman Choi Young-hee has been used through a resolution at the general meeting. Suing for breach of trust over this is nothing more and nothing less than making a dent in the run-up to the election.”

According to Mr. Ha’s claim, all past presidents of the central association as well as branch heads nationwide are subject to the complaint. This is because the sanitation education budget was used not for education, but for the operation of the central association or branch offices. There are growing voices of lamentation that the former president of the Korean National Federation of Korea is being damaged and the status of the National Federation of Beauty and Social Sciences is being shaken by illogical arguments and interpretations.

An official from the National Federation of Beauty and Social Affairs said, “The point that the Ministry of Health and Welfare, which is in charge, to use the sanitation education budget only for the education sector is definitely correct. However, the reality is that it is difficult to operate the central association with only the senior membership fee. As a last resort, the sanitation education budget was used for the operating expenses of the central association. This is a concern that all public health organizations are having.”

In this regard, it is known that the Central Association is continuously discussing with the Ministry of Health and Welfare, and is preparing self-rescue measures.
